Recycling an SMG is the deliberate route

If you loot a Thompson, Custom SMG or MP5A4 you don't want to use, recycling it hands back an SMG Body along with other components — a reasonable trade if you're short on the part but already have a working SMG or prefer a different weapon class.

Where to find it directly

It shows up as crate loot around monuments the same way most weapon components do — nothing guarantees it in any specific spot, so it's more a matter of looting broadly than farming one location.
