Lighthouse
There is no keycard puzzle here. It has a recycler on site — one of the recycler locations across the map.
Lighthouse is one of 10 monuments you can clear with no keycard and no radiation protection, and it has a recycler on site — so scrap goes in the recycler where you find it rather than riding home in your inventory. The nearest equivalents are Oxum's Gas Station, Abandoned Supermarket, Mining Outpost.
Overview
The Lighthouse you see today is the rebuilt one. Facepunch shipped it in Devblog 130 after a testing period, noting that "all the interiors and loot are now fully accessible" — the tower had previously been decorative in parts, and the finished version opened the whole structure up.
One placement detail from that same changelog is worth knowing when you are looking for one: Facepunch "improved lighthouse placement checks (always keeps some distance from the beach)". A lighthouse will not be sitting on the sand — expect it set back on the rocks or a headland, which is why they can be easy to miss from a boat running the shoreline.
