Ranch

There is no keycard puzzle here. It has a recycler on site — one of the recycler locations across the map.
Ranch is one of 10 monuments you can clear with no keycard and no radiation protection, and it has a recycler on site — so scrap goes in the recycler where you find it rather than riding home in your inventory. The nearest equivalents are Oxum's Gas Station, Abandoned Supermarket, Mining Outpost.
Overview
The Ranch is one of the two monuments Facepunch added for horses — "you'll now be able to acquire horses at one of the two new monuments, the Ranch and Large Barn." The process is a conversation, not a loot roll: approach the Stable Master, buy a Saddle from him, and use it to claim a horse.
Worth knowing before you pick: horses are not interchangeable. The update tells you to "press E to examine each horse before claiming your steed", because their stats differ. The first horse in the row is not automatically the one you want.
